Background / Decision Summary: 

North Yorkshire Council (formerly Harrogate Borough Council) have developed a Development Plan Document for their New Settlement ‘Maltkiln’ and formally decided to submit the DPD for Examination at their Full Council Meeting on 21 February 2024.

 

The new settlement is located off the A59 between York and Harrogate.  Consultation regarding this settlement and the development of a DPD has been coordinated between City of York Council and North Yorkshire Council (formerly Harrogate Borough Council) under the Duty-to-Cooperate Regulations.  

 

This is a decision to sign a Statement of Common Ground with NYC relating to issues relevant to York; There are no outstanding issues at this stage.

Consultation Process: 

Consultation on the development of the DPD has been undertaken by North Yorkshire Council. Direct consultation in relation to Transport impacts and issues identified in the statement of common ground have been undertaken in line with the Duty-to-Cooperate (as we are neighbouring authorities).
